Not to be the "Ackchyually" guy but MKULTRA experimentation wasn't just inflicted on American citizens, there were more than a decade of experiments at the Allen Memorial institute in Montreal, primarily on Canadian citizens. My wife worked with a woman whose mother had been experimented on. The mother was long institutionalized. The woman was a complete mess as a result.
