Your early speculation on the Muslim UK gangs also being into drugs is likely spot on. The gangs were likely shielded by corrupt, bribed police officers - there are too many occurrences of very specific and oddly strategic incompetent behaviour by police to believe they were accidents or by chance.
To give one example, one council set up a project called Risky Business to work with prostitutes in Rotherham (if I recall correctly) and staff very early on began to interact with kid prostitutes and made a link with the ethnicity of perpetrators. When the organisation told police what they were observing, the police arranged for them to send intel and tips to a phone line to "protect sources" while still letting the police review and act on it. It turned out (years later) that the line they sent the info to was unmonitored and autodeleting everything. The police had set it up in such a way that they couldn't tell. We are meant to believe this was an accident, or due to indifference, or police being frightened to arrest brown people. It's not - they were obviously paid off.
